This study aims to find out how the role of the Protocol and Communications Division of Leaders in improving the image of the Central Buton Regency Government. This study uses a qualitative descriptive method that focuses on the activities of the Protocol and Communications Section Leaders in shaping the public's image of the Government. Sources of data were taken from the Head of the Protocol and Communications Division of the Leadership as Key Informants, and other informants consisting of employees of the Protocol and Communications Division of the Leaders, and several invitees who participated in the protocol activities. Data collection techniques in this study were through participant observation (participating observers), interviews and documentation. In this study, the image of the government is formed through the success of protocol in carrying out government activities, providing excellent service to the public, and mastering the knowledge of the Protocol apparatus about the standard rules of protocol activities, the protocol code of ethics and the Government Public Relations code of ethics as well as cooperation with internal parties and parties. - the parties involved in an activity. In addition, the existence of cooperative relationships with internal and external parties, especially local media can foster public trust in the government. Thus it will affect the formation of the government's image of the community into a positive image.
