Abstract

This study aims to understand the role of the Bianglala Pagi Program on Radio Reks FM in facilitating participatory communication between the Civil Registry Office (DISDUKCAPIL) and the community regarding e-KTP (electronic ID card) services in Garut Regency. The research employs a qualitative method with a case study approach, applying Paulo Freire's concept of participatory communication, which includes elements such as dialogue, voice, the pedagogy of liberation, and the action-reflection-action cycle. Data collection methods include participatory observation, in-depth interviews, and document analysis. The findings reveal that active community participation through the Bianglala Pagi Program significantly contributes to enhancing transparency, responsiveness, and the quality of public services. The program provides various communication channels, such as WhatsApp, SMS, and live radio broadcasts, allowing people from diverse backgrounds to express their aspirations. DISDUKCAPIL receives and acts on community feedback, fostering improvements in e-KTP services. The program also applies Freire's pedagogy of liberation by emphasizing anonymity and empowering citizens to voice their concerns. The action-reflection-action cycle used in the program helps to address community issues, improve public service quality, and strengthen public engagement in governance processes. These findings highlight the importance of participatory communication platforms in promoting transparency, accountability, and public participation in service delivery.
